When should CAB come in play for Project change/Code change. Is it before construction/development/build phase or should it happen just before going into production environment. There is a school of thought which believes CAB should come before actual project/code change happens.
They feel that having CAB before means they can save us from committing resources for development & testing.

I strongly believe that CAB protects the integrity of Production environment and it should come just before implementation into prod
Your insights on this are welcome.
