Delete or deactivate obsolete configuration items?

A. to delete all unnecessary CIs
B. to deactivate all unnecessary CIs

Your question could do with a little more information and assuming I have understood it correctly, I would personally identify configuration items that are no longer needed within your CMDB as “decommissioned”
The record should not be deleted as this is a way to keep account of all configuration items that have been decommissioned (as in not in use)
Ideally, you should have a Service Asset & Configuration Management policy to cover this.
