Responding to Catastrophic Unplanned Events

Does ITIL and/or Event Mgmt define or explain how to react to say... catastrophic events caused by Mother Nature (hurricans, tornados, etc.)? OR...what can folks offer for best practice that works within their companies? I can tell you, working in the insurance industry we need to be able to react to unplanned events and ensure our policy holders do not see any negative interruptions to processing. But in general terms...is there a best practice as it relates to handling change activity you could share?
