i know i am going to get push back so wanted to get some support before going into battle.

our Operations team sent out an email to IT as a 'test audience' for a new wireless hotspot that will be used agency wide for internal wifi.

As the change manager I would like to see a change request for this. We currently have nothing that says that this is not something that would fall under change management. Its new functionality and service and should be reviewed and approved.

Anyone disagree?

Its surely a new service, and needs to come under your Change Management process as that.

Even if Ops are asking for test subjects, the service may involve changes (additional software) to system for which you have config management?

I'm with you on this one!
