Change Management Values

Can anybody tells me what they class as Change Management Values?

Could you say the values are People, Process and System?

Or help organisation to maintain stability in the production environment?

Here's what I use:

The objectives of the Change Management process are to:

o Ensure that changes are made with minimum disruption to the services IT has committed to its users.

o Support the efficient and prompt handling of all changes.
o Provide accurate and timely information about all changes.
o Ensure all changes are consistent with business and technical plans and strategies.
o Ensure that a consistent approach is used.
o Provide additional functionality and performance enhancements to systems while maintaining an acceptable level of user services.
o Reduce the ratio of changes that need to be backed out of the system due to inadequate preparation.
o Ensure that the required level of technical and management accountability is maintained for every change.
o Monitor the number, reason, type, and associated risk of the changes.
