Change Approved in CAB, but not Implemented (reschedule)

I have a situation at my work where our Change Management team wants us to complete a change as unsuccessful and then create a new change for the following situation.

Change is approved in CAB and set to a 'Scheduled' state.

A production issue or resource constraint comes up and the scheduled change can't be implemented at the scheduled time.

The change implementors would like to reschedule the change at a later date and time, again going through CAB and set back to a 'scheduled' state.

Our Change Management team say ITIL sees this as an 'Unsuccessful' change and we should not be able to reschedule the change, but complete it as 'unsuccessful'.

We then have to create a new change (making a copy) and start the change process all over again.

Question, is this the ITIL standard? if so, or if not, please elaborate...

Do yu hold any ITIL certification - yourself?

Second, ITIL is nothing more than a set of advice.
Therefore, there are no rules or must do in ITIL

Finally, if your Chnage mgmt policy is to do that, then that is your company policy
