have you agreed the solution with the customer?

Have you discussed with the customer how to proceed with implementation, particularly with regard to how users are affected and need to be involved?

I don't see how to answer further without knowing something about the nature of the problem, the nature of the solution and the nature of the users and their environment.

You do not even tell us whether the users belong to the customer organization or are "customers" of your customer.
